EU opens public debate on its agricultural policy, the prelude to a major reform in 2013. The commission announced plans this week to overhaul its agricultural policy in line with the EU's new long-term economic strategy. In a speech at the European parliament, agriculture commissioner Dacian Cioloş, said the current policy faces major challenges, including climate change, problems with food availability and pressures on resources and rural economies. Changes will be proposed toward the end of this year, after the commission has reviewed the public comments. They would take effect after the current programme of funding expires in 2013.

EU Baltic Sea Strategy adopted |

FROM THE SWEDEN PRESIDENCY WEBSITE: (kortlink.dk/se2009/795x)
26 October, the EU countries agreed to adopt a common strategy for the Baltic Sea region. Sweden's Minister for EU Affairs Cecilia Malmström is delighted with the decision, and thinks that it will be of crucial significance for the region's environment, prosperity and competitiveness in the future.

The EU Strategy for the Baltic Sea Region is one of the Swedish Presidency's priority issues and a pilot project for a new form of cooperation in the Union. It involves better coordinating resources and funds to address specific regional challenges. For the Baltic Sea region, which can be seen as something of a pilot region for this form of cooperation, it means increased focus on saving the sensitive marine environment and strengthening the region's competitiveness. "I am very pleased that the whole of the EU is behind this strategy. Now we can work together much more clearly to strengthen the Baltic Sea region environmentally, but also to improve growth and coordination on security issues", says Minister for EU Affairs Cecilia Malmström.

The EU strategy for the Baltic Sea Region is being officially presented in the various member states on the 10 June 2009.
At the BSSSC meeting on the 18 May the strategy was top of the agenda. The attached "from the facilitator" covers the key issues.
The strategy will probably form the basis for deciding how EU macro regional funding will be directed after 2013. It will certainly cover wht the EU considers are the key regional issues to address in the coming years. |

Transplan Midway Conference 26-29 April on Gotland |

The B7 Islands and Sardinia have reach the half way stage in the Transplan project. The islands have:
- researched the sources and uses of energy
- developed politically agreed energy strategies
- developed plans to implement their strategies
- applied for money for projects to aid strategy implementation
Now is the time to take stock, to check the current sources and uses of energy and to gain inspiration on how each island can continue to work towards being CO2 neutral.
Transplan has grown from being a peripheral, maybe interesting project, to being a core policy area for the B7 islands and Sardinia. Project leader Louise Lyng Bojesen together with Bengt-Olof Grahn will be running the midway conference.
The project is financed by the EU Intelligent Energy Fund and the B7 together with the particpating islands. (Programme ) |

After joining the Work Group Environment (WGE) in 2000 as its youngest member, Anu Vares now retires from B7 as the youngest retiree.
Anu has contributed actively thru her work with WGE, on the B7 Board and as the Head of the Saaremaa 2008 Chairmanship in 2008.
We wish Anu all the best. There are many challenges out there for young people with determination, a willingness to go after the best and a pride in the results one can and has achieved.
Keep smiling Anu! |

Progress Update: Baltic Sea Strategy |

Progress update from BSSSC Board Member Knud Andersen, working with the EU Strategy for the Baltic Sea Region. Below is an extract from his letter .
"I have also been invited to present our position paper to the European Parliament's Baltic Europe Intergroup on the 22nd of April. The Baltic Europe Intergroup is a group of MEPs from across the political spectrum from the states bordering the Baltic Sea, who meet in the European Parliament to discuss issues of relevance to the Baltic Sea Region. It is therefore a good opportunity to discuss our views on the Baltic Sea Strategy with members of the European Parliament. The work with the Strategy is continuing. The first draft of the action plan for the Strategy will be discussed between DG Regio and the Member States during meetings the following weeks...."
